Can an e-bike battery be repaired?

Often. A rebuilder can replace failed cells, a dead BMS or a broken connector for less than a new pack. Recelling a typical 48V pack costs roughly 40 to 70 percent of a new OEM battery.

Who tests e-bike batteries?

Battery stores and e-bike shops can run a capacity or load test that shows remaining capacity. Ask for a printed result before buying a used pack.

Is it safe to rebuild an e-bike battery?

Only with matched new cells, spot welding (not soldering) and a correct BMS. Rebuilt packs are not UL certified, so check your insurance and building rules.
